The three iron-clad states
What we say on every case is one of three statements grounded entirely in the data the system holds.
Case has no evidence records, no traceability lots, no shipments, no custody events, and no commodities. There is literally nothing in the system to defend. Export blocked.
Case has some data but one or more specific defects prevent the linked evidence from substantiating the claim. Each blocker names exactly what's missing, with a one-click Resolve link. Export blocked.
Every rule in force passed against the data on file: required scope present, commodities present, formal evidence present, verification status verified, freshness within cadence, period coverage matches the case event. The dossier is defensible against this case's claim. Advisories may still be listed but do not affect exportability.

Before any case dossier can be signed off, Daviah runs the case through the full rule set. Blockers stop the dossier from being exported — your team can't override the gate, and neither can ours.

A cert valid on paper might have been revoked, downgraded, or had its scope narrowed without notice. Operators set a re-verification cadence per evidence record — when it lapses, dossier sign-off blocks until the issuer is re-confirmed.
